General guidance for Rochester owners and property managers with an open building. Informational only.

Before a provider arrives

  • Do not enter a fire- or storm-damaged structure until it has been released as safe.
  • Photograph each opening and the surrounding damage before anything is covered.
  • Note whether power, gas, and water have been shut off, and by whom.
  • For a rental or commercial space, notify affected tenants and record the notification.
  • Confirm who is authorized to approve work on the building before a provider arrives.

When to request board-up right away

  • Any opening at ground level that a person could pass through.
  • A commercial frontage left open on a street-facing unit.
  • A vacant building that has been entered or is visibly accessible.
  • Fire or storm damage that opened a wall, window, or roof.
  • An opening that cannot be closed before weather or nightfall.
